Julio has worked in the Emergency Management field for over nine years, beginning in 2007 as a member of the Florida Division of Emergency Management.  During this time, Julio has worked on fifteen Presidentially-declared disaster events and is experienced in all phases of Public Assistance Response and Recovery—from damage assessments; to project development; to final inspections and closeouts.  Julio has personally worked on over 300 large FEMA PA projects with an estimated value exceeding $150 million.  He has significant experience in the area of disaster debris (Category A) and all infrastructure projects (Categories C-G).  In the aftermath of Hurricane Wilma, Julio was a key member of the leadership team that oversaw one of the largest Public Assistance long term recovery efforts in Florida’s history. Versed in negotiations, project estimating, document preparation, building codes and regulations, Julio takes special pride in his work for Broward, Miami-Dade and Monroe Counties, with over 6,500 PW’s combined in his area of responsibility spread across 6 declared events, he was able to help the applicants attain a 99% paid status on all eligible obligated amounts.  

Julio has been deployed to several active disaster events which included Tropical Storm Fay, Hurricane Ike, Tropical Storm Debby and Hurricane Isaac and has worked closely with his FEMA counterparts to ensure accuracy in the preliminary damage assessments prior to receiving a Federal Disaster Declaration. Additionally, Julio also participated in several Preliminary Damage Assessments for smaller weather events for both Public Assistance and Individual Assistance sectors respectively.  Internally, Julio is an advanced user of the Florida PA.org system and is able to train new users of this critical tracking system if needed.  Julio has also served as a PA Program trainer/presenter for impacted agencies across Florida (having conducted numerous Applicant Briefings, Kick Off Meetings and Applicant Training Sessions) and holds 18 relevant FEMA certifications and several Letters of Recognition for his service during active declared events.  Prior to entering the field of emergency management, Julio worked for a large construction company as a lead project manager and is a certified LEED Green Associate. Julio graduated from Florida International University with a Bachelor of Business Administration, Major International Business in 1992.
