Joyce has 13 years in the emergency management field. She has managed up to 75 employees while maintaining consistent control over contract deliverables. While managing contract deliverables of projects with face values of over a billion dollars and never being late on those deliverables, Watters has been a proven leader and contract manager for DSI. Success is a product of team building and DSI put together one of the best PA Recovery teams in the country. Watters is an exceptional leader with effective interpersonal and communication skills and documented, consistent success in team building and leadership.
Previously with the State of Florida Emergency Management, Watters was nominated as Employee of the Year for. She was a consistent top-performing Public Assistance Coordinator from 2005 to 2011 while with the State of Florida Emergency Management. She has been a multi-county recovery manager with an outstanding track record of exceeding goals. Managing multi-million dollar projects such as the Bay County Pier Park Pier, and relocation of Alligator Point Road were building blocks in her career. Her success came in estimating construction projects for roads and bridges, beaches, buildings, piers, parks, government buildings and other disaster recovery operations. She has been proficient in securing government funding and closing out grants. Management experience also include setting up 2 JFOs, selected as Deputy Branch Support Director for DR 1831 and DR1840. This included planning, training, administration, staff development and challenging applicant responsibilities. While working 19 disasters, including Deep Water Horizon, she has been effective in developing and executing planning strategies for the State of Florida and for DSI.
